Village of Glen Ellyn, Engineering Technician

DESCRIPTION:

The Village of Glen Ellyn (population 28,846) is a vibrant community located in central DuPage County.  The Village is seeking qualified candidates for the newly created full-time position of Engineering Technician within its Public Works Department.

The Village’s Public Works Department is responsible for implementation of a wide variety of municipal infrastructure maintenance and capital improvement projects.  In addition, the Department completes review services for work in the public right-of-way as well as for private development projects.

The position will support the Public Works Department Engineering staff by providing technical services in the areas of right-of-way permitting and inspection services, development engineering services, and a variety of capital project services.

The position will also support the Community Development Department with plan review, drainage investigations, and inspection services.

ESSENTIAL FUNCTIONS:

  • Performs plan reviews for utility projects in Village rights-of-way and easements, and improvements on private property.
  • Performs engineering inspection and customer service for public infrastructure and private development projects.
  • Performs inspections of drainage issues and develops recommended improvements.
  • Prepares detailed engineering standards, design drawings, and exhibits for infrastructure maintenance and improvement projects utilizing AutoCAD Civil 3D and ArcGIS software.
  • Completes inspection and documentation of infrastructure asset condition for roadways, sidewalks, pavement markings, signage, and other various infrastructure.
  • Assists with the enforcement of ordinances, specifications, and permits associated with construction and Public Works operations; provides technical expertise to Village staff, officials, contractors, and the general public.
  • Enforces all Local, State, and Federal contract, specification, and permit requirements.
  • Interfaces and interacts with all Public Works divisions and other Village departments to provide active and effective technical guidance.
  • Contacts constituents affected by construction projects through correspondence and informs them of job status and future construction plans.
  • Provides professional, timely, and thorough customer service to the Village residents, contractors, engineers, staff, and all other pertinent constituents.
  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints; resolves situations involving construction activities; provides information on the status of current and planned projects.

QUALIFICATION REQUIREMENTS:

  • Associates degree in Engineering Technology, Construction Management, or related field.
  • 1-3 Years of previous field engineering/construction inspection experience is required.
  • Valid driver’s license required at time of hire.
  • Must be a self-starter, and possess the ability to communicate effectively, both orally and in writing, with a variety of stakeholders (e.g. residents, employees, senior management, and elected officials).
  • Proven ability to think quickly on their feet and be able to use good judgment in effectively defining and solving problems.
  • The ability to perform complex mathematical calculations and be able to prepare and monitor operating and capital budgets, and various engineering-related project reports.
  • Candidates must be computer savvy, and have excellent MS Office software skills (e.g. Word, Excel, Outlook).
  • Experience in using common engineering tools including measuring devices such as tapes, wheels, and optical levels/transits is required. Basic surveying skills are required.
  • Experience with AutoCAD Civil 3D and/or MicroStation Computer Aided Design Software.
  • Experience with Geographic Information System (GIS) software.

General work schedule is 8:00 a.m. to 4:30 p.m. Monday through Friday.  Additional hours will be required, as needed, for construction oversight of projects and applicable public meetings.

SALARY/BENEFITS:

This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. Actual starting salary is negotiable, and will be dependent upon qualifications, experience, and professional achievement.  The current salary range for this position is $62,258 – $87,161/year (Grade H).
