City of North Chicago, Financial Analyst

The City of North Chicago is seeking a Financial Analyst to work in the Comptroller’s Office.  The City of North Chicago, Illinois, (population 30,038), a home-rule municipality, is located approximately 36 miles north of the Chicago “Loop.” Located on the shores of Lake Michigan between Chicago and Milwaukee, North Chicago is the proud home to Naval Station Great Lakes, the only training command for United States Navy recruits and the Captain James A. Lovell Federal Health Care Center – the nation’s first fully integrated Veteran’s Affairs and Department of Defense entity.

NATURE OF WORK

Working under the direction of the Assistant Comptroller, the Financial Analyst performs day-to-day accounting, including analyzing and verifying fiscal records and reports, providing information to city staff regarding accounting policies and procedures, and reconciling general and subsidiary ledgers.  Assists in preparing the City’s year-end audit work papers and schedules, assist with annual budget preparation, assist with all accounting functions including accounts payable, accounts receivable, utility billing, and performs related work as assigned.  Performs supervisory tasks as assigned and backup for all accounting functions.

 

ESSENTIAL FUNCTIONS
Perform general accounting activities and ensure that transactions are accurately recorded on a timely basis. Maintain financial records through the application of professional accounting principles and methods. Assist with the preparation of the monthly and annual financial and budget reports. Assist with audit schedule preparation for the Annual Financial Report.

  • Assists with external auditors.
  • Assists in the preparation of the annual budget.
  • Assists with grant accounting functions including billing, reconciliation, reporting, and close-out reports.
  • Ensures timely month-end closings, posting inter-face to general ledger, payroll, accounts payable, cash receipts, utility billing.
  • Assists with all accounting functions including accounts receivable, accounts payable and utility billing.
  • Prepares and input journal entries.
  • Prepares monthly Bank statement reconciliations.
  • Performs financial analysis as required.
  • Provides assistance to department on accounting and budget matters.
  • Assists with the preparation of special accounting reports.
  • Responsible for preparation of daily bank deposits.
  • Responsible for management of Parking lot collections.
  • Closes out cash registers and balance out at the end of shift.
  • Signs-off on daily deposit register reports and have report available for City Treasurer to review.

MINIMUM REQUIREMENTS OF WORK

  • Possession of a bachelor’s degree from an accredited college or university in Accounting, Finance, Business or a related field. At least three years (3) accounting experience, preferably in a municipal environment;
  • Experience with database software and general ledger applications desired;
  • Working knowledge of theory, techniques and applications of municipal management.
  • Ability to prepare business letters, summaries, and reports, using prescribed format and conforming to all rules of punctuation, grammar, diction, and style;
  • High-level skill in the use of personal computers and related software applications (specifically Microsoft Word, Excel, PowerPoint, Outlook, Access).
  • Strong interpersonal skills and ability to deal effectively in a team environment.
  • Skill in organizing resources and establishing multiple priorities.

Salary range:  Salary $73,136 – $97,394 Annually +/- DOQ.  The City also has a very attractive benefit package to include:
