The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois. Fox Lake is located in Lake and McHenry counties. The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O’Lakes system. The Village of Fox Lake has a total area of 9.942 square miles of which around 20% is water.
The Village of Fox Lake is seeking interested applicants for the position of the Director of Public Works. The Director of Public Works Department will report directly to the Village Administrator and be responsible for overseeing four divisions, the Local Water and Sewer Division, Street Division, Parks Division, Stormwater Management, and Motor Pool Division. The Director will be responsible for providing leadership, direction and oversight for the overall operation and activities of the unified Public Works Department.
The Public Works Director will be responsible for a staff of 25 full-time employees, including union and non-union, supervisory, clerical and laborers. The Public Works Director will work closely with Village Department Heads, in particular, the Director of the Northwest Regional Water Reclamation Facility and Community & Economic Development Director
DUTIES AND RESPONSIBILITIES

- Establish and implement department goals and priorities within the guidelines as established by the Village Administrator;
- Recommend and administer policies and procedures;
- Development and implementation of Public Works Department goals;
- Establish appropriate service and staffing levels;
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures;
- Meet with management staff to identify and resolve problems;
- Select, train and evaluate Public Works personnel;
- Oversee and participate in the development and administration of the Public Works Department operation budget;
- Direct and plan various construction projects;
- Coordinate Public Works Department activities with those of other departments, outside agencies and organizations;
- Oversee and manage the IEPA requirements for NPDES permitting and Stormwater Management Planning and operations;
- Oversee and assist with updates to the Village’s GIS system;
- Perform short and long-term planning; Prioritize projects and create programs;
- Respond to and resolving difficult and sensitive citizen inquiries and complaints;
- Work as a productive member of the Village of Fox Lake management team.
QUALIFICATIONS
- Bachelor’s Degree in Civil Engineering, Public Administration or a combination of equal education and experience in the field of public works and public utilities;
- State of Illinois P.E. registration preferred;
- Masters of Public Administration, Business Administration preferred;
- At least 4 – 10 years of related work experience in Public Works operations and municipal government with considerable management experience;
- Illinois Driver’s License;
- Previous experience in Collective Bargaining Agreements and contract negotiations;
- Previous experience with flood response and management.
